Professional Experience:
Judge Mark Neill was appointed to the Circuit Bench by Governor Bob Holden on February 15, 2002. He served 17 years until his retirement on March 20, 2019. Before that he was the legal advisor and later general counsel for the St. Louis Metropolitan Police Department from May 1974 to January 1986. He was engaged in the general practice of law until his appointment to the bench. He served 2 terms on the Board of Governors of the Missouri Bar. He is experienced in many areas of criminal and civil trial practice, appellate practice, and administrative law. Judge Neill and his wife, Kelly, live in St. Louis. They have four adult children and six grandchildren.
